In one game, I had a cell do a "security audit" that was really a theft--the 
"paperweight" they were supposed to snatch out of a safe was really a nuclear 
pit.  Then the person who hired the first cell to snatch the pit wound up, 
through bureaucratic snafus, being forced to hire a different BE cell to get 
the pit back.

I was originally planning on running it twice with two different groups of 
players, but in the end the first op had to take place off-camera by NPCs, 
and the second op wound up being a total meatgrinder.  WIJ, the Russian 
Mafia, some Russian Special Forces, Blackeagle and local cops in a five-way 
firefight.
