The short answer to that is yes. There is the
advantage of having all your equipment in one central
place from where it is easy to give out equipment.

Most likely a Glock, since it is small and used by law
enforcement officials from around the world.

I would expect that each BE/BE operative would be
given  a desk whether shared or not, a computer on
that desk, as well as a keycard, and depending on what
kind of special position the person has a gun, which
probably needs to be signed out, as well as having
gone through a course (combat firearms course
maybe?)to allow for a concealed weapons permit.

Digital cameras, white noise generators, laptops have
to be singed out seperately. Some of these may end up
on loan for longer times than just mission to mission.
Each Cell most likely has yearly budget and profit
accountability that has to be maintained.
