I was told the story with it works like this.  the cdn gov't decided to 
go down to 5.56 rifles and the m16 was submitted for the competition. 
 based mostly on price and it being subcontracted to a canadian company 
for actual prod'n it was chosen.  there were a number of changes to the 
design and it was accepted into service here.  the changes impressed the 
american army and their 16a2 is supposed to be very similar to the cdn 
rifles.  meanwhile diemaco seems to be making fair progress flogging 
their rifles around the world so they must have something going for them.
