Partly true. The safety/fire selector blocks the last centimeter or so of 
movement of the bolt handle (and thereby the bolt, as the two are fixed 
together), so that you can pull it back to check if the chamber is empty, but 
it can't go back far enough to strip a round from the magazine.

AFAIK, this is true.
