Or give them to national guard units for domestic use?

It's also not manpower intensive. The greatest use for
the device is in it's name. You activly deny an area
to pedestrians. Simply put, you park them on the edge
of the flightline to keep people the right side of the
fence. Rather than using them to deal with an existing
riot, you use them to keep people out of an area over
prolonged periods of time at little cost to yourself.

A couple of these would have saved HMG literally
MILLIONS at Greenham Common.
