I love the "the soldiers aren't cleaning it properly" line.  It's not that 
they're not cleaning it properly; it's that the cleaning procedure isn't 
proper.

In Vietnam we had hideous problems with M16 reliability because what the 
troops had in the field, and what they were doing in the field, didn't 
match up with what the testing-ground soldiers had and were doing.  
Solution?  Start testing weapons _exactly_ as they're to be used in the 
field, under realistic conditions.

I'm surprised that Her Majesty's weaponsmiths and designers haven't learned 
this lesson yet.
