The country of South Africa alone could support a small (2-5 cell) office.
That is considering the current, real world environment of high crime,
smuggling, terrorism, and the political uncertainty of it's neighbors.  Who
knows what the conditions of the dark continent would be in the ME timeline.
Just my opinion.
