I certainly like the idea of South Africa for sub-Saharan Africa.

Kuala Lumpur does seem to have significant advantages over Singapore and the 
other Asia options.

For eastern Europe what about going farther east and trying Bucharest 
Romania.  Reasonably stable.  Centerally located for operationg in the 
Balkans and -stan countries.  Only a skip and jump to northern middle east.

India has to be a strong condidate for future expansion.
