surely be7be would attract local  operatives too, but 
these first would undergo obligatory company training 
and a probation period. at least the cell leaders and 
the office executive stuff will be drawn from existing 
offices, importing  full operational cells, if needing 
acclimatisation to local procedures, will perform 
smoother e.g. break&enter or ( against pirates) crewed 
vehicle operations.
