IMHO, Hell yeah. The government is a major employer of
BE/BE. I can think of at least one mission of this
type that I've played. Of course, if it's 'that'
sensitive, the government would make damn sure that
the cell comprised of people with good security
vetting... ie ex-government employees with clear
records... no Soviets or Arabs, for example.
