They are said to have operated on at least personal scale (= single 
fighters engaging on something along the line of personal interest) in 
Bosnia and Kosovo with the local islamic forces. They probably got financed 
by arabian faction.

As long as you have a closed circle, who maybe isn't even interested in the 
power struggle (why bother, when you can do sh1t like this?), it shoudln't 
be that much of a problem.
