Asking a cop does have one very real advantage: the cop doesn't stand
to profit from the transaction.  Asking an FFL if you need to use his
services is sort of like asking a car dealer if now is a good time to
buy.

I still think the best advice is to ask a cop first--if the cop
knows, great.  If the cop doesn't know, then he'll know who will
know, and can point you to that person.  Other good alternatives
would be to call up the local ATF office and ask them; despite the
terrible bashing they receive from some quarters of the gun
community, the couple of ATF agents I know are absolutely sterling
people.

I suspect that, given your musket is an heirloom, a collector's item,
blackpowder and likely nonfiring, that transfer will be extremely
straightforward and FFL-free.  Still, obeying the law in your
jurisdiction is -your- responsibility.  Make sure to cross your Ts
and dot your Is.
