aquistion of material often follows own rules.
many agencies prefer "homegrown" material (please no 
word on  british assault rifles this time), other had 
special deals (for example the honolulu pd uses s&w 9mm 
because s&w took back all their revolvers for a price, 
Baden-württemberg police mercedes changed from 
white/emerald green to silver/ emerald as this will 
cause a higher resale price...) , sometimes things may 
even get bought because they look cool (desert eagles 
anyone?).
and last not least (well, this might fall under special 
deals) there might be cases of unvisible influences...
